Just a note to let everyone know that I have caught up with all of the files and correspondence that I was given. If you are waiting or know someone who is waiting for caste approval and they haven't received a scroll from me with either approval or questions I may have, please tell them to contact me so that I can look into it.
Just a reminder that healing logs need to come to me through the mentors, Please make sure the Interns name is in the subject line of the log scroll and what log # it is. That makes review alot easier and quicker for me. Those of you that are mentors or would like to be mentors please send me a scroll as I did not receive a list of names for that. Also any of you that are willing to review logs please scroll me with your names as I didn't get a list for that either. Please volunteer for one of the other...it takes all of us to make a strong caste. I promise I won't drive you crazy with tons of scrolls. If everyone pitches in we all benefit.
In closing I just want to say thank you for the opportunity to serve the caste and to please let me know if there is anything you need.

Another issue of the newsletter from our esteemed caste. I would like to take a moment and address a few things. If you have a complaint, question, idea or concern bring it to the caste. I am by NO means putting anyone down or laying blame or cast away the concerns that have been brought before me. I simply am airing my own personal opinion and assuring caste members that your views and concerns are being heard and taken into consideration. I have heard some complain that still nothing is being done. It has been said many times before that changes take time to implement. There has been some very valid issues brought to our attention and I say in all honesty they are being discussed and once we find the best way to implement the proposals that have passed and integrate them into the caste laws we shall do so. We are NOT about to uproot every law upon the scrolls and turn the caste upside down in one motion. Changes will be in place and those changes will be followed and upheld. There are members on the High Council who have the best interests of the RGCP at heart. It does take time to change things and there has been many proposals that have came across our desks lately. Each one will be discussed and we will bring you further information as we process. No amount of swearing at us or bad mouthing will make it happen faster. I believe we must all work together and keep communication open. I do not believe in hiding behind excuses. There are changes taking place we just need time to smooth things out and get them together in a concise manner instead of many proposals all over the place that contradict one another. I wish to acknowledge one comment that has came across my desk recently. I as the Seventh Chair personally look over logs and review them before sending to you caste members for review. I have all owners who want their slave registered as a healer submit the application for registration. I see that all slaves have formal training on what they are allowed or not allowed to practice in the RGCP.
I am happy with the registration process concerning some form of training being needed to help us have a sort of uniform and organized procedure. I am not happy with how logs are sometimes handled and I believe this is the major area of concern. I feel we need to find a way to replace just sitting back and handing along logs with a more hands on approach. Miska and Cherish have also submitted proposals. I believe its best we gather all these ideas together and go over them and take the best ideas and summarize them before putting them into affect. Below you will see the changes I plan on bringing before the caste for review. I feel its best that the council go over one process of the caste membership at a time instead of trying to fix all areas at once. I will bring more information to the caste members when I hear. This is only stage one of the ideas I have in mind or others have submitted. Some of these ideas are already on the scrolls and others have been amended.
Slave owners may apply for slaves to be certified in healing arts by the RGCP, although they may not be registered with any caste and their certification will be tied to their current owner. They will receive a registration number simply to help keep our own records in order for tracking the slave.
Acceptance for Membership will in no way be based upon the level of R/T medical experience.
A freed slave, who was not in the RGCP prior to being collared, may apply to the RGCP.
An RGCP Physician who submits to a collar, loses all claim to caste status and rank. However, if later freed with legal manumission papers, they may reapply to the caste.
No previous rank and status will be returned upon acceptance as the applicant will have to work his or her way back to any former Positions/ranks held.
There will no longer be dual caste registration permitted, by the RGCP. This pertains both to free healers who are registered in a different Caste, such as the Red ... as well as free healers who have dual
registration in different healing caste groups. This will not apply to slave healers, because as we all know, slaves do not have caste.
This policy has been deemed necessary by a majority of the chairs for several reasons.: 1) There is no other Caste organization which allows registration in two Caste groups, even though there are several Red and Black Caste groups.
Freewomen will not be restricted by the RGCP in their practice, but will follow the laws of their city as to whether or not they may engage their caste work fully before bearing two children. They are expected to follow Gorean tradition as related in the books by John Norman and wear the two gold bands until giving birth (or having adopted) two children.
On a more lighter note Esalinius invites the RGCP and their significant other to join us for one hand of Winter Events. ( November 30th - December 2nd) I will send out a scroll of this event later. Prepare yourselves for snow ball contests, a masquerade ball, ice fishing and kaiila races. There will be food served, accommodations provided and a joining. On December 3rd the RGCP could have their own social gathering. I will close this notice for now and continue to express views and ideas as they come to my attention. I wish each person a healthy path.
Upcoming Teaching & Training Opportunities
Well, everyone, things are in the works to have some classes held. Thanks to Yasmina Xerces for spearheading a project that would offer classes in basic first-aid to the masses at large.
More information will be forth coming as times and dates are still being determined.
In the meantime, if any are interested in helping Lady Aislinn Rae in training of the slaves by teaching a class, they should contact her to set up a date and time.
Policy Proposal Voting Results
Due to the discovery that several caste guidelines had been broken with this program, things are in the process of change. The proposals will be listed here in the Newsletter on a separate page complete with a space for offering feedback and comments. After a week's time has passed, the proposal will then be sent to the caste scribe who will issue the ballots for voting. The polls will be open for a week and then the results will be given here in this section. Here are the results from the last round of policy proposals up for vote.
Please note that these items are currently being worked on and that change takes time to implement.
Regarding the Change in the Registration Process as proposed by Miska Ra Forsha (miska cina) from asking for 4 logged cases to answering four (4) essay style questions in lieu of the logs or in addition to the logs has passed.

Voter comment: I would like to see one log "in addition" to answered questions.
Reasoning: Essay answers can take all the time an applicant chooses to comply. A log shows that the applicant can actually perform.
Regarding the Change in the Listing of the RGCP made by Cherish Dark to include those that are not registered in the caste (i.e. Talunas, Panther Girls, Torvs, pirates, etc) has passed. This was a multi-tiered proposal in that it also asked for the removal of the registration process, allowing all to say that they are a healer to be listed and be a part of the caste, regardless of background. Should a "member" then be found to be ignorant or found to be a bad physician/healer, that player would then be "blacklisted" and the name passed to all cities and the papers saying that said person is not recognized by the cast and all should be wary of said name.
